Welcome to Tri-Five!!!
Is it the front sway bar? Is it a stock sway bar? Has the car been lowered? Could you use a shorter link or possibly move the point that it's bolted to the frame?

The only thing I can think of is you will have to move what ever is hitting. What is actually hitting the frame at the rub spots your talking about?

It looks to me like the hangers are loose allowing them to move up and down on the mounting bolts but that's too obvious.

Bob, that's a picture of my sway bar and not Shop Rat's. :p All the weight was not on the suspension, so I didn't tighten it down yet.
