front fender bolts

i was able to do a little work this weekend., but ran into a problem. was try9ing to get the front fender of and the 4bolts holding it on the front piece under turn sig.are to bad cant get off with wrench, to rusted. any ideas? go fig. a 55 that was in a field a long time, who know that ther was going to be rust. thanks

Soak them with some brake fluid. If you have metric sockets you might be able to get one to fit. A pair of vice grips?

And if it comes down to it cut the head off with an air grinder. I cross cut the head like cutting a pie and it wiil break off pretty easy.
