Does anyone know of a place (preferably in the San Francisco bay area, but I wouldn't mind shipping if I have to) that would take/buy old brake shoes and wheel cylinders to refurbish them?

Yes. They have to ship cores back for rebuilders. Even if you have an older Mom and Pop place nearby they still have to deal with cores. A lot of parts today are not rebuildable so the cores are nothing but scrap.
