Default Filler for Cowl Tag Rivets

What type of black filler did GM use on these Rivets?

I believe the rivets are aluminum and no filler. It is a domed rivet and when the center is pushed down, the rivet expands. The top is solid . I have seen that some assembly plants used an ice pick to install the rivets instead of the proper tool. This causes a hole in the rivet.... Most cars and trucks used these rivets through the 70's. All are similar but different diameters

Do they make replacements? For example, If you wanted to paint under your tag and reinstall it with a factory look?

The filler is supposed to be a light to medium grey color. Someone must have redone the filler with dum-dum at some point. The closest match to what was there originally is the plumbers putty as previously mentioned.

had a 57 before the one i have now and it did have that stuff over the riviets. looked like it was very similar to plumbers putty.
