I have a friend in San Marcos, they've had plenty of trouble there too as you said.
San Marcos is in the Texas hill country, flooding there is different from Houston. There, you can get horrible flash floods where it's dry one minute, a wall of water the next, and the water is gone in a few hours (except it may linger a bit in a few places in those 100 year floods). Anything that's exposed to that wall of water might be swept for miles.
Houston is really flat. If it floods it might be there for days. And obviously is now. The average change in elevation is one foot per mile as you go toward the gulf.
