Body shops usually use a tool called the eraser. It is a hand held tool with a serrated rubber wheel on it that works outstanding. I'm pretty sure if you shop around you will find something similar that you can use with a drill that will do the job. Short of that you are pretty much left to picking at it with your fingernails and you will likely run out of usable fingernails before the tape is all gone.
What Bruce said or a rag and a can of Goof Off! works well. I have an eraser made by 3M that goes on a cut-off tool that's a stack of thin rubber sheets about the size of a standard cut-off disc. Works great, but be careful around plastic trim.
