Dave and I have been sharing the ideas for a while now. I didn't think up doing it this way, but copied what Joe Lutz had done at his shop Hot Rod Dynamics build he did right here on so I am more than willing to share the ideas with Dave or any others. I used Joe's firewall and inner fender wells to make sure it worked.

Joe's build is here

Mine is here

I used a rubber block, drilled for the hoses and split, to seal the front opening in the wheel well. I also put a shield over the electronics so if any water got past the fender seal it's not as likely to get them wet.

I located mine on behind the removable right side wheel house lower panel and have lived to regret it. Am chasing a phantom engine control harness problem and although accessing the ECU isn't too difficult the harness connectors and adjacent harness are really difficult to access. In fact it looks like I'm going to have to remove the fender!
Nobody to blame but myself and I rank that decision as about the worst one I made when installing my 5.3. I don't know where the best location is but wouldn't recommend the one I chose.
