I installed a new tank and re installed the old sending unit because it is only a year old and worked fine. now the gauge does not work properly. When key is on the needle comes up to the empty mark and there is more than 4 gallons in tank. In fact at one point I filled it and still showed empty. When I pulled the sender and activated it out of the tank it would work.

You might want to ad an extra ground strap to one of the fasteners of the sending unit.
If the ground is bad the gauge won't read accurately.

If the ground is bad the gauge will read higher than the amount of gas.
Did you check the float for leaking? It could have cracked.
