Is this inside or outside the tank? Is your ohmmeter reading correctly? Weak batteries will make an ohmmeter read wrong.
If it's still outside the tank, connect the sender wire to it and ground the mounting plate to the body and move the arm from empty to full while someone watches the gauge. I don't think you can bend the float arm stops that much.
