Several things. It is not uncommon for the arm to break or start to come apart. From how far back it is, I doubt the stops that are on the bottom of it and the top of the lower section can make up the difference.

This photo shows the part without the material. The swing arm is welded to the seat in several places.

You can test it by lifting the seat forward and feel if there is an place it is pivoting besides the stud.

The wedge stop at the base of the back interfaces with another wedge part on the lower seat. These fail. I bet that is what is going on with yours. I replaced the lower wedge on the seat bottom with a solid Aluminum plate and it fixed the problem permanently. The stupid aftermarklet part from Danchuk is a bonded piece of plastic on a 18 guage piece of steel. Total junk.

The seat looks reupholstered, you may need to remove the covering to inspect it properly

Looking at the center of the seat, it also looks like the pin has come out of the center pivot point.
You are missing the parts I mentioned, that explains why the seat is so far back.

Is this what I am missing? I don’t have any on passenger side either, but it doesn’t lean back as much.

Seat Back Stops,Frt Lwr,2Dr,55-56
Those are the lowers. There uppers as well. They are metal and smaller than those. You need both uppers and lowers. Lots of places have
them. Check muttonhollowchevys.com parts. They will have them all.

with that much lean, as mentioned above replace the seat back stops,
and as mentioned above if that does not correct the lean disassembly is needed to inspect the seat back frame then you may find the frame has failed and needs to be repaired,
to inspect the "arm" simply remove the side upholstered piece held by 2 Phillips head screws,
the lean on my front seat was due to a broken original weld marked in the circle except on the drivers side

I agree especially since passenger side also does not have those rubber stops but doesn’t lean as much…this arm looks ok to me

Does that arm look rewelded or is it just me?

Sit in the back seat and grab both top corners of the seat back and try to twist the frame.(pull with left hand and push with right hand then do the opposite)The frame should feel solid. If there is any movement, the spotwelds on the frame have failed and the covers and pad need to be removed and the frame rewelded.
