What is required to fix this bench seat from leaning back?

Several things. It is not uncommon for the arm to break or start to come apart. From how far back it is, I doubt the stops that are on the bottom of it and the top of the lower section can make up the difference.

This photo shows the part without the material. The swing arm is welded to the seat in several places.

You can test it by lifting the seat forward and feel if there is an place it is pivoting besides the stud.

Those are the lowers. There uppers as well. They are metal and smaller than those. You need both uppers and lowers. Lots of places have
them. Check muttonhollowchevys.com parts. They will have them all.
