Next Bug: The high-beam indicator light, does not.

With my trusty test light I verified that when we click the high-beam switch the bulb socket gets juice, for what-ever reason it is not grounding (I guess) to complete the circuit. My understanding is that it is simple switch with a self-grounding (metal) socket.

What am I missing (I'm sure this is simple)

Is the spring under the contact putting pressure on the bulb when it's inserted in the socket? Is the insulated washer around the contact jammed down in the socket?
