Horn blows only when the car is running

Since I took out the ballast resisters the horn only works when the car is running. The horns worked before with the car off. There was a green, brown and white wire going to the pos side of the resistor I connected them to the pos side of the coil. I have tried every combination of wire hook up but cannot get the horns to work until the car is running. The horn relay has a constant 12v Any suggestions? Thanks in advance.

What does it do when you run a jumper wire from the relay terminal with the dark green wire to ground?

Nothing happens when I connect the green wire to ground
I may be wrong but I don't ever remember seeing a white wire on a ballast resistor originally on any trifive.

I have 12v at the horn button when the horn button is activated with the car is not running.
There is no red wire from the voltage reg to the horn relay. There is a red wire from the horn relay to the back of the alt with a constant 12v. The wiring diagram shows a red wire from the regulator to the relay.

Right. I only recall green and tan.

Weird, since that ballast resistor is only in-play with the ignition on. There should be a constant 12V supplied to the horn relay ultimately via the battery. The secondary circuit of the relay relies on the path to ground being completed through the horn button.

With the white wire disconnected the car cranks but will not start.
You have some home made wiring in the mix there showing in your pictures. It sounds like someone added the white wire from the solenoid to the ballast for a 12V supply when cranking.

On what terminal(s) of the horn relay are you measuring the constant 12V? Check them all.

Only the red wire gives me 12v.

Try jumpering the red wire terminal to the black one
Nothing happens when I jump the red and black wires.
Try connecting each horn directly to +12V
When I hook 12v to the horns they beep I assume the body acts as the ground.
