I suspect those holes were used to locate the cowl and dash subassembly on the body build truck. On the body framing line several major parts including the cowl, floor pan, front body hinge pillar, roof rails, rocker inner, and miscellaneous brackets and reinforcements had to all come together in perfect alignment to be spot welded together.
