What is a good product to use as caulking around the base of wiper escutcheons where they fit down into cowl? (something that stays pliable?)

Ace....I use the black 3M Strip Caulk for such things

Thanks for the tip on the strip caulk....looks like great stuff. (Think I can find it at my local "Autozone" store?)

Not sure where I got mine.....Maybe from the auto paint store.

You should be able to buy rope caulk at just about any hardware store or home improvement store that should do the job nicely for you too.
