I've read reviews on blueprint and atk I think it is, from summit, jegs, and speed way. The reviews are not that great. I also have a nephew who just bought a blueprint and he is having trouble with it, there is a noise in it. If you have to send it back you pay the shipping plus like I've been saying a lot of those engines do not support power brakes. I know you guys said go with a different system, but lets get past the system and just focus on is this better than a crate motor. I can tell him to change heads. Also if you read the instructions for those engines it says after the first oil change your supposed to recheck the valves and retorque the heads. My guy says put it in and go. Plus he's only an hour away.
From personal experience, a 230/236 cam in a 383 is not beyond what power brakes will support as long as you run a dual plane intake. That's the cam that Blueprint uses. In a 350, that would be too much, but in a 383 it is not. I think you'd be just fine with vacuum assisted brakes. I ran a 355 SBC with a 225/234 Isky roller cam and it was fine with vacuum assisted brakes in a '72 Camaro.

I hear what you're saying about checking valves and rechecking heads...that's lawyer speak though. Adjusting valves and re-torquing head bolts isn't a big deal when you're talking about a $2000 price difference. Thats literally turning some bolts and checking clearances which would take no more than an hour. That's real money but not much time. I just can't imagine spending $9K on a ho-hum 383 SBC. If you want to stick with your local builder, I'd ask for a cast crank, pistons, and PM rods to save some money as forged pieces at that power level are not necessary. I'd also tell him to use the AFR Enforcer heads. Those Liberty heads are not a good deal for the money.

Back to your point, I don't think what your local builder is any better than what you can get in a crate motor at all. Building an SBC is rocket science and if he tries to tell you that you need forged pistons, rods, and crank...that's just BS. At 450HP a cast crank, good rods, and hypereutectic pistons are fine. Keep in mind that GM used hypereutectic pistons even in the LS7 which would blow the doors off of anything with a mild 383 like this.
 
the bigger the cubic inches the more camshaft you can have before vacuum is an issue. my good friend just installed the 500 hp 396 blueprint small block and his brakes work great.

My experience has been 14" of vacuum is about the least you can have & the vacuum booster still function & then a vacuum tank may be of help of course that's with something larger than a 7" booster.Dual 8 or 9" or a 11".If you really want good brakes pitch the vacuum booster & go Hydro boost then all the camshaft you want.
