You may have a residual pressure valve in the line to the front brakes.

What master cylinder do you have? Is it stock or a dual reservoir one?

Do you have a proportioning valve (combination valve)? What kind?

Are both front brakes locking up? I assume so from what you wrote but maybe it's only the right front?
 
If only one brake is dragging, I would suspect the caliper or its mounting. Do you have new factory style caliper bolts? Are they in new metal/rubber bushings? Make sure the caliper is not binding up on the bracket. If not, you have a bad caliper. At this point you may need to have the rotor turned or replaced, as well as new pads.

One clue as to what's wrong will be when you pull the caliper. See if it's dragging on one side or both. One side would usually be a caliper mounting problem, both sides would indicate the caliper itself. You should also be able to tell if foreign matter was in the area. Thing is though, discs are pretty much self cleaning.
