So my 56 Nomad is CL 51, does that make it the 51st Nomad body made in 56?

Yes. All Nomad bodies were produced by the Cleveland Fisher Body Plant, and then shipped to the various Chevrolet assembly plants where they received a VIN commensurate with the assembly date. I am at the other end of the spectrum, having body number 7860 making my 56 one of the last produced that year.
