Not sure what “LPC” heads are. Heads will be more important to power than going from a 670 to a 750 (might gain a few horsepower; might also lose some throttle response).
Never heard of LPC heads either...Personally, I'd go with something more well known for reliability like AFR's

He says 470 HP with 500 torque. He just built the same engine for a guy with a truck. He changed the cam to suit my needs, vacuum for power brakes. He said if we go higher on the cam numbers I will loose vacuum. It is a business, the name is jensons engines, he does racing engines.

$9100 is running out the door. I can check on changing heads, it might up the price. This is why I'm asking. I looked at the engines in jegs, summit and speed way, prices are lower but the cam numbers are higher and some talk about no vacuum for brakes and some people say it to.
 
AFRs will most certainly increase the price. It’s up to you and your engine builder as to if it’s worth it. I’d guess 20hp/20 lb ft over a big chunk of the RPM range, but that is honestly a guess.
$9100 isn’t what I’d call a bargain, but it’s not unreasonable, I don’t think. If you trust the builder, I’d say trust him to spec it out in a way he knows will work.
 
I’ve run multiple sets of Liberty’s heads, the worst I’ve seen is the shavings in the water jackets from their machining can build up so definitely want to blow them out really good in every cavity. I like them because they have no name or label on the front, just a clean shiny face.
I get them bare and assemble as needed to ensure they are proper.
 
Comp hydraulic roller lifter is junk get morel or johnson or if it's a factor roller block us the gm ls7 lifters

Look at the afr enforcer heads minimum 195cc on a 383 go with hydro-boost for the brakes so you don't have to worry about the brakes and get a better cam

You could pay a lot less and get a 471 hp Dyno’ed engine from Blueprint, with a warranty.
 
I will check on that but it seems all those engines have bad vacuum. The cam numbers are too high.
I read the vague build sheet you were provided and found it to be a mish mash of cheaper parts, you could do much better with a crate engine +warranty.
Having seen many blueprint engine installs they all had enough vacuum for power brakes and ran well.
you're reading way too much into this and have been fed a bit of BS, the blueprint cams are not all the rowdy and make decent vacuum.
honestly why not install a hydro-boost brake unit and have way superior brakes to vacuum assisted anyway. nothing can compare to hydro-boost nothing, and since it is not connected to vacuum you can have any cam you want.

I looked up the pricing on those heads. They're not much cheaper than a set of the AFR Enforcers which is a much better head with a much better valvetrain and a lifetime warranty. I wouldn't even touch those Liberty heads unless you really need to save $200.

Personally, a 450HP 383 for $9000 with subpar heads doesn't sound like a great deal to me. I'd just buy a the 436HP 383 short block from Blueprint, put the AFR heads and a decent dual plane intake on it and spend $2000 less.

I've read reviews on blueprint and atk I think it is, from summit, jegs, and speed way. The reviews are not that great. I also have a nephew who just bought a blueprint and he is having trouble with it, there is a noise in it. If you have to send it back you pay the shipping plus like I've been saying a lot of those engines do not support power brakes. I know you guys said go with a different system, but lets get past the system and just focus on is this better than a crate motor. I can tell him to change heads. Also if you read the instructions for those engines it says after the first oil change your supposed to recheck the valves and retorque the heads. My guy says put it in and go. Plus he's only an hour away.

Sorry to say but his list is a way overpriced mishmash of subpar stuff. from my experience any of the blueprint have plenty of vacuum for power brakes. it really doesn't take that much to make them work good. you have been fed way too much BS. I have installed several blueprint small blocks and they all have ran flawlessly and worked power brakes just fine.
