To stroke a 283 to 327 can be done by boring the block to 4" and dropping in a crank ( small journal) from a 67 or earlier 327 and using std bore ( 4") 327 pistons.

If your not going to bore the block out and want to use the normal bore size of a 283 you will need about 3.5" stroker crank ( will net 330 ci) and I doubt it would be worth the effort. note that some early year 283 blocks wont take a 327 crank without clearancing the block.

Camshaft selection depends on what your goal for the motor is and how much compression, type of heads etc. you need to give us more details in these areas in order to make a suggestion.

It can be done but why it is not cost effective 4 inch bored 283,s are marginal and the factory has already done it for you. Just find a 327 if thats what you want. I have had some 283,s that were bored .060 to 292 that were very good. also very few 283 blocks will accept a 327 crank there are counterweight clearance issues. Randalltdi
 
Only some 283 blocks (58-62, I think) could be safely bored to 4.00", and that was before they had 50 years of water jacket corrosion! And even if you had a 4.00" 283 block, you'd probably have to do some clearancing to handle the larger 327 crank counterweights.

If you want to build a 327, find a good 350 block from 68-85 and use a crank from a 307 or 68-69 327. These are readily available, even some forged models. You can then use 5.7 rods and off-the-shelf 327 pistons.

If it's a 307 crank, it will need to have the large lightening holes filled with metal to compensate for the heavier pistons. Here's a shot of mine after being balanced:
