Was it running before the distributor change?

Have you done anything else to it, after it was running?
 
Have the valve adjustments been altered?
 
Yes, I set the lash and pre-load.
I suspect that is where your problem is then....I have done messed it up myself before...Setting the valve lash, while the engine is not running, requires finesse and a special feel, IMO....The valves can get adjusted too tight, keeping them open....How far did you tighten after zero lash?

Since it is not running anyway, I would try loosening them all one full turn and try to start....If that doesn't get it, try readjusting the valve lash...I've found that the best way to adjust valves is with the EO-IC method. What that mean is that you adjust intake valve when the exhaust start to open and exhaust you adjust when intake valve is half closed...this method works with every cam no matter how much duration or overlap the camshaft has, also no matter which cylinder you are adjusting.

Take the slack/ lash out of valves by "feeling" moving pushrods up and down, spinning works too but the risk is that you overtighten them. After you have found the zero lash tighten rocker nuts no more than one half turn.

After zero lash, I tightened them exactly 1/2 turn....I'll try losing them, it's worth a try.
I highly suspect with as much as you have been going through, this may solve your problem.
 
I think you should do what you are going to do, pull all of the plugs. But while you have the plugs out, do a compression check just to make sure you actually have adequate compression to start the motor.......I think, will be with a lack of compression (possibly the valves are adjusted so tight that one or more of the valves are not actually closing all the way when the cam is on the heal
