What were the circumstances that they were even looking at the frame # ?
The frame number was the HIDDEN VIN, which was used by government entities to verify ownership of the car anytime the visible VIN plate was missing or suspect.

As an aside, I’m just wondering about why the prefixes are missing from the frames. I suppose it’s because when the frames were made they didn’t know what engine or trim the car would end up with, so the V and A/B/C prefixes we’re unknowns at that early stage of assembly.

The 'prefixes' as you refer to them are TOTALLY NOT NECESSARY to uniquely identify each car The YR, PLANT, and SEQUENCE No is all that is necessary for identification of the cars, and that is all that was stamped on the frames.
 
You should be able to use the GOOD PHOTO from Stovebolt....

AND, contact your local state representative or senator NOW. CALL them or their staff.
They LIKE to help their constituents, vs the state employees who go strictly "by the book".
When changing states I had a titling problem in the new state.
My local senator contacted a DMV poobah who quickly informed the employees of the correct rules interpretation.

who says that you tampered with the VIN plate?????
The cowl VIN plate is totally distinct from other body parts that have VIN stampings.

(AND an aside......
I and the other people who do NOT say VIN Number do so
BECAUSE
the N in VIN is short for Number
Vehicle Identification Number. VIN Number is redundant.
Just like you don't say ATM machine,
The M stands for Machine.
Automated Teller Machine, ATM Machine is redundant.)
 
ADOT confiscated my 55 for a fake Vin number.
They found this number on the frame 55S096015 but say it is not a real number since it does not have an A, B, C in front of the 55. They also say it is not an actual motor casing number. Can anyone tell me if their frame number has a letter in front of the year number.
I may be able to get the drive train back but not the body. The law says any tampering etc to a vin plate requires the car to be crushed. I can remove all parts that I purchased. Everything attached to the frame rails I purchased.
Is the Driver's door VIN plate present, or is it missing ????
