I don't think that you will get the green lenses to turn clear even with paint remover, the other thing to watch out for is that they are plastic so you need to be careful as to what product you apply to plastic it may ruin it
 
If you want to remove the paint I would take some 400 wet/dry sandpaper and carefully wet sand the paint off of those areas.
I would not use any thinner or paint remover solutions, it would most likely attack the plastic.
Another possibility is to makes some new plastic panels out of your choice of plastic stock and epoxy them in place.

I don't think the green plastic is paint. I believe the plastic is green. My original cluster had never been painted after the factory put it in any these parts are the same green plastic shown in your pictures. :anim_25: :flag6:
 
They are Green plastic from the factory and yes it is original and yes the purpose is to softly illuminate the dash below. As mentioned be careful of what product you use to remove the paint, try some Goof Off...a great product available at most hardware stores like Home Depot Lowes etc. Try it on a small area out of sight first to gauge reaction. Another option is some OO fine steel wool or some plastic polish. Good luck
 
Shoulda used goof off! I carefully sanded it off without scratching the rest of the paint. O yes i know they are inherently green, but mine had been painted over! And they work!!
